A critical development has taken place in the Romanian COBRA II project, one of the largest items in Turkey’s armored vehicle exports. In the statement made by Otokar to the Public Disclosure Platform (KAP), it was reported that a compensation process was initiated in the 1,059 tactical wheeled light armored vehicle project carried out with Romtehnica due to delays in delivery and local production targets.

Details of the Compensation: Local Production and Delivery Delay According to the statement, Romtehnica demanded compensation of approximately 1 billion 880 million TL from Otokar due to the failure to complete the interim targets for the project’s preparations for local production in Romania on time. On the other hand, it was reported that Romtehnica submitted an additional compensation request of approximately 72 million TL due to the delay in the delivery of the first batch of 194 vehicles produced at Otokar facilities and sold to date. It was announced that this payment is expected to be made in January, reserving legal rights.

Otokar stated that these payments, which amount to approximately 2 billion TL in total, will be netted and expensed by deducting from the company’s project progress payments in 2025. The company emphasized that solution-oriented work continues in order to prevent the current disputes from negatively affecting the future of the project and to prevent additional compensation risks.
